Adopting a child

I'm hoping that someone here might be able to help me. I recently discovered that I'm unable to have children, and my only hope is to adopt.
With both my husband and I deciding last night that this was best for us, we're now learning about how to do it. I'm hoping that somone here will be able to help us.
We want to adopt an infant that is caucasian like us, (I hope no one is offended by this), and while we're not poor, we can't afford a child with special needs. Okay, I know this sounds bad, it's just we'd like to adopt a child, but we'd like to also be able to provide what is best for the child. I hope that makes sense.
Can anyone help us about how best to start? Do we have to find an agency, or a lawyer, or a hospital? How do we know will be reputable? How can we research more?
